Overview
NB-IoT has its own RRC message variants in TS 36.331 (the -NB messages). Neighbouring cell measurements and measurement reporting do not apply to NB-IoT, and RRCConnectionReconfiguration-NB has no mobilityControlInfo, so mobility is idle-mode cell reselection. RRC re-establishment and resume messages exist for NB-IoT. Power saving uses PSM and eDRX.
